<P>PROBLEM TO BE SOLVED: To provide a time-to-digital converter capable of measuring signals with a range of time difference which is wide, and with high resolution for measurable two signals. <P>SOLUTION: The time-to-digital converter includes a low-resolution converter and a high range. The low-resolution time-to-digital converter measures the time difference between a first signal and a second signal in a first quantization interval. The high-resolution time-to-digital converter measures the time difference between the first signal and the second signal, in a second quantization interval that is further smaller than the first quantization spacing.
