PROBLEM TO BE SOLVED: To perform device control wherein an environmental load is taken into consideration by achieving an environmental aim that a user desires. SOLUTION: A device controller selects candidates for a device capable of achieving the environmental aim that the user specifies in advance out of a plurality of devices to be controlled (step S1). Then environmental loads of control for reaching the environmental aim from a current environment are calculated by the devices selected in the step S1 (step S2), and the degree of non-achievement showing how much the environmental aim is not achieved is calculated (step S3). A device to be actually controlled is selected out of the device candidates selected in the step S1 based upon the environmental loads calculated by the device candidates and the degree of non-achievement (step S4), and the selected device is controlled to achieve the environmental aim (step S5).
