PROBLEM TO BE SOLVED: To provide a liquid leakage detection device capable of coping with a pouch conveyed continuously, after being detected, by surely detecting the liquid leakage of a trace amount from the pouch, and to provide a liquid leakage detection method, a method of manufacturing a packaging bag filled with the content, and to provide the packaging bag. SOLUTION: The liquid leakage detection device is such that the pouch 3 is sandwiched by detection rollers 50a, 50b, and while bringing an electrode into contact with the surface of the pouch 3, for carrying out detection; a circuit provided with the electrode where the contents that leak from pinholes or defective parts of a seal between the electrodes which are normally insulated is short-circuited, and detecting the leakage of the content generated by the electrical changes generated thereby.
