PROBLEM TO BE SOLVED: To prevent a ground leakage accident, an electric shock accident and a fire accident by allowing electric leakage to be detected even in the case of minute liquid immersion in an electric heater. SOLUTION: The electric heater 1 is airtightly provided, in an insulator housing 3 formed of an insulating material, with: a heater wire winding part 5 formed of an insulating material; heater wires 7 wound around the heater wire winding part 5; power feed wires 9 feeding power to the heater wires 7; connection parts 11 connecting the power feed wires 9 to the heater wires 7; a ground line electrode 13 detecting ground leakage; and a grounding wire 15 connected to the ground line electrode 13; and is also provided with a ground leakage breaker cutting off the power feed to the power feed wires 9 by detecting electric leakage flowing from the ground line electrode 13 to the grounding wire 15. The electric heater is structured such that the ground line electrode 13 is arranged at a position lower than electrified exposed parts such as the heater wires 7 and the connection parts 11, and is insulated from the electrified exposed parts such as the heater wires 7 and the connection parts 11 by an insulating material.
