PROBLEM TO BE SOLVED: To provide a short-circuit tool and a test plug with very low possibility of failures, surely short-circuiting between contacts with high reliability and facilitating measurement by using a CT clamp. SOLUTION: The short-circuit tool 120 short-circuits a primary contact 222, exposing a contact on a primary line and a secondary contact 224 exposing a contact on a secondary line in the test plug 118, cutting off a connection between the primary line and the secondary line by being inserted into a test terminal 114 that relays the primary line and the secondary line; and the short-circuit tool 120 is provided with ring terminals 230 of plate-like iron pieces, at both ends where surfaces of both the ring terminals 230 are processed into substantially U shapes that are substantially in parallel, and a through region produced by the substantially U shapes are of sizes that enable fitting of a CT clamp 24.
