PROBLEM TO BE SOLVED: To provide a film feeding apparatus which can reduce the loss of a film in a film joining process by a compact constitution, and to provide a packaging apparatus. SOLUTION: In a combined metering system 1 in this film feeding apparatus, a control section 10 makes a shaft 18a take up and rotate by controlling a shaft driving section 19a when the final end section of the film F of a film roll FR1 during feeding is detected by the control section 10 based on a second encoder 51 in order to join the joining position in a vicinity of the final end section of the film F of the film roll FR1 during the feeding to the joining position in a vicinity of the starting end section of the film F of a film roll FR2 for spare. Then, the control section 10 controls the shaft driving section 19a, and the film F is taken up by 90 mm from the point at which a register mark sensor 21 senses a register mark M.
