PROBLEM TO BE SOLVED: To provide a toilet seat sheet which is high in strength, is hardly deformed, is stably placed and is easily carried, and in which clothes or the human body can be suppressed from being caught at the front sides of division parts since hinges are protoruded toward rear sides, and to provide a portable toilet with the toilet seat sheet. SOLUTION: The division parts 2a, 2b of the placement part 2 in the toilet seat sheet 1 are joined by the first hinge 3. The division parts 2a, 2c are respectively joined with the division parts 2b, 2d by the second hinge. The first hinge 3 includes: a first projection part 33 projected on the rear surface of the division part 2a; a second projection part 36 projected on the rear surface of the division part 2b; and a pin 37. The first and second projection parts 33, 36 include: leg parts 31, 34 to be respectively protruded toward the rear sides; and pint put-through parts 32, 35 for putting through the pin 37.
