PROBLEM TO BE SOLVED: To restrain heat bridge action and to secure the safety and construct by thermally intercepting a reinforced concrete balcony and a reinforced concrete side wall from a concrete outer wall through a heat insulating layer for a reinforced concrete external heat insulating building. SOLUTION: A concrete outer wall W of a reinforced concrete building is covered to be externally heat-insulated with a composite panel 2 in which the heat insulating layer 2B and a facing bed material 2a are fixed in layers. The concrete balcony floor slab SB horizontally projected from the concrete outer wall W and the concrete side wall 5 vertically projected from it are both projected from the concrete outer wall W and supported by connecting bars 1, 6 by interposing heat insulating layers 4B, 3B, and fixing each one half of the connecting bars 1, 6 penetrating the heat insulating layers 4B, 3B in a concrete skeleton CF and the other halves in the balcony floor slab SB and the wing wall 5. The side end Bs of the balcony floor slab SB is rigid joined to the wing wall 5, the lower end of the side wall 5 is supported by a foundation F, and the balcony floor slab SB from the concrete outer wall W and the projected attachment of the side wall 5 are projected and attached in a square tube-shaped rigid structure and thermally intercepted from the concrete outer wall W by the heat insulating layers 4B, 3B.
