A color filter substrate and a manufacturing method thereof are provided to reduce a manufacturing cost by using an inorganic insulating material in an overcoat layer forming process. A black matrix(101) is formed on a substrate(100). A red color filter layer(103a), a green filter layer(103b), and a blue color filter layer(103c) are alternately formed between the black matrix and the black matrix on the substrate. A silicon nitride layer or a silicon oxide layer is formed on the substrate including the red color filter layer, the green filter layer, and the blue color filter layer in order to planarize the substrate. The substrate is a transparent insulating substrate. A common electrode is formed on the substrate including the red color filter layer, the green filter layer, and the blue color filter layer.
