A tandem rotary pump is provided to minimize the friction of an eccentric cam rotor by needle pins and to reduce the manufacturing cost by improving the mounting structure of the needle pins. A tandem rotary pump includes an upper rotor(100) having an outer cylindrical element(110) carrying out inscribed circle motion in an upper volumetric chamber(410) and a middle cylindrical element(130) between the outer cylindrical element and an eccentric cam rotor(120) fitted in the outer cylindrical element. The middle cylindrical element has a plurality of pin holes(131) formed in an outer surface at regular intervals and fitted with needle pins(150) respectively, so that the needle pins are disposed between the outer cylindrical element and the eccentric cam rotor and the eccentric cam rotor is mounted to an upper shaft(140) eccentrically, wherein the upper shaft is disposed in the center of the upper volumetric chamber. A lower rotor is in the same structure with the upper rotor.
