A method for preparing a self-extinguishing thermoplastic polyurethane elastomer is provided to obtain very satisfactory mechanical properties and extrusion quality without using a halogen-based flame retardant. A method for preparing a self-extinguishing thermoplastic polyurethane elastomer comprises the step of reacting at least one organic diisocyanate; at least one polyol containing 1.8-3.0 Zerewitinoff active hydrogen atoms and having a number average molecular weight of about 450-10,000; about 0.1-20 wt% of at least one low molecular weight polyol or polyamine chain extender containing 1.8-3.0 Zerewitinoff active hydrogen atoms and having a number average molecular weight of about 60-400; and about 0-70 wt% of at least one phosphine oxide-based organic phosphorus-containing compound containing 1.5-3.0 Zerewitinoff active hydrogen atoms and having a number average molecular weight of about 60-10,000 represented by the formula 1, wherein R1 is H, a C1-C24 branched or linear alkyl group, a C6-C20 substituted or unsubstituted aryl group, a C6-C30 substituted or unsubstituted aralkyl group or a C6-C30 substituted or unsubstituted alkaryl group; and R2 and R3 are identical or different each other and are a C1-C24 branched or linear alkylene group, a C6-C20 substituted or unsubstituted arylene group, a C6-C30 substituted or unsubstituted aralkylene group or a C6-C30 substituted or unsubstituted alkarylene group.
