A two-dimensional photonic crystal surface emission laser light source for forming a beam with no unwanted sidelobe. A window-shaped electrode (36) having a window (361) where no electrode material is placed is provided on the surface of an element substrate (31) from which surface emission is taken out. A mounting-surface electrode (37) having an area smaller than that of the window-shaped electrode (36) including the window (361) is provided on the mounting surface (38). The distance between the element substrate (31) and an active layer (32) is longer than that between the mounting surface (38) and the active layer (32). When a voltage is applied between the electrodes, charge is injected into the active layer (32), and light is emitted. The light of a predetermined wavelength is amplified in a two-dimensional photonic crystal (33), and a laser light is oscillated and taken out to the outside from the window (361). Because the window-shaped electrode (36) does not block the output of the laser light, formation of a sidelobe of the output light due to interference is prevented. Because the active layer (32) is near the mounting surface (38), a high heat dissipation effect is produced.
