An uncoiler is provided to uncoil the wire of the random coil stably by preventing a wire of a random coil from being tightened, thereby preventing coiling of the wire of the random coil, a wire reeling equipment with the uncoiler is provided, and a method for operating the wire reeling equipment is provided. An uncoiler(16) comprises: a rotary member(53) installed in such a way that the rotary member is rotatable horizontally; a center adjusting device which is fitted into a central hole(2a) of a random coil(2) fixedly installed on the rotary member to guide the random coil such that the axial line of the random coil is conformable with the rotation center of the rotary member; and an uncoiling drive(55) for driving the rotation of the rotary member. The uncoiler uncoils upward a wire(1) of the random coil installed on the rotary member of the uncoiler. The uncoiler further comprises a wire guide(62) which has an outer diameter larger than that of the random coil, which is removably installed on the random coil installed on the rotary member, and which guides the wire of the random coil the wire is uncoiled from an outer upper side of the circumferential direction.
