A power consumption reducing method in a dual-mode portable terminal and a device thereof are provided to determine mode conversion between a low-power mode and a general mode by using average RSSI(Received Signal Strength Indication) of a signal received from an unlicensed frequency band network, thereby reducing unnecessarily consumed power. When connection between APs(Access Points) of an unlicensed frequency band network connected to a portable terminal is released, a controller(200) measures strength of signals received from the APs for predetermined time to calculate an average value, and determines whether to convert a mode by comparing the calculated average value with a predetermined threshold value. A communication module(204) carries out mode conversion between a low-power mode and a general mode according to the determination of the controller.
