DETECTING METHOD AT AUTOMATIC POLICE ENFORCEMENT SYSTEM OF ILLEGAL-STOPPING AND PARKING VEHICLE AND SYSTEM THEREOF

A method for regulating automatically illegal stopping and parking vehicles and a regulating system thereof are provided to reduce an image analyzing time and calculation amounts by utilizing a setting unit that sets ROIs(Region Of Interest) rapidly. Plural ROIs used for analyzing images which are obtained by a detection camera(30) mounted on roads are set through an ROI setting module(56). An initial background model is formed by using images from the detection camera and a shadow area of a mover, which is obtained based on the initial background model and a difference image between input images, is removed through a shadow removing module(58). A mover area obtained from the removal of the shadow area is processed through an adaptive background modeling module(57). A background model is updated by including a traced mover area in previous image frames. After the removal of the shadow area and the modeling of the background model, blocking for image analysis is executed and vehicles are regulated.
