A hybrid artificial reef integrated with concrete and steel and a large artificial reef having the same are provided to make a residential environment suitable for small fish by dividing openings of a concrete structure into several spaces. A hybrid artificial reef integrated with concrete and steel comprises a concrete structure(110), a plurality of steel securing frames(120), and first connection members(130), and second connection member(140). The concrete structure has an inner space and thickness with a predetermined volume, and openings(111). The opening communicates with the inner space. The steel securing frames are attached to the edge of the opening. The first connection members are welded to the steel securing frames to divide the opening into several parts. The second connection members, which are attached to the first connection members, divide the inner space of the concrete structure.
