A method for manufacturing a loess panel for construction is provided to allow good maintenance of the effect unique of loess, to prevent powder flying, and to realize high impact resistance and water resistance and a low thickness of a loess panel. A method for manufacturing a loess panel for construction comprises the steps of: mixing 100 parts by weight of crude loess with 5-10 parts by weight of sawdust to form slurry; introducing the slurry into a mold and press molding the slurry into a panel with a uniform thickness; finishing one surface of the loess panel with cellulose paper; and naturally drying the loess panel at room temperature. To the mixture of crude loess with sawdust, 15-30 parts by weight of sand, 15-30 parts by weight of rice paste obtained by mixing rice powder with water in a weight ratio of 3-4:7-6, and 7-15 parts by weight of starch powder are added, and the materials are mixed homogeneously to form loess-containing slurry.
