<p><P>PROBLEM TO BE SOLVED: To solve the problem that a timer-starting circuit, which is provided with a clock generation circuit and generates a clock of one cycle of T from the clock generation circuit with a timer start signal as a trigger and outputs it to a counter, causes an error to time immediately after the counter is started up. <P>SOLUTION: A delay part is provided on the output side of a clock generation circuit, and a clock from the clock generation circuit and a timer start trigger are applied to the delay part.
