PROBLEM TO BE SOLVED: To prevent a noise from being generated in an A/D converter when an input is excessive without a degradation in a S/N and a waste of an asset as a hardware and a software following an A/D conversion/process section even if the inexpensive pipelined A/D converter is used. SOLUTION: In an optical pulse tester, an optical pulse exits from a pulse light source 11, and enters into one end of an optical fiber 1. A light returns to one end, and enters into a light receiver 13. An A/D conversion section 25 inputs an output signal from the light receiver 13, and converts it into a N bit digital signal (N is an integer of plurality). The optical pulse tester processes the N bit digital signal, and measures a transmission characteristic of the optical fiber 1. The A/D conversion section 25 comprises: the A/D converter 26 having margin digits of A bits to N bits (A is an integer), and converting the input signal into (N+A) bit digital signal; and a data compression means 27 for compressing the (N+A) bit digital signal into the N bit digital signal.
