<P>PROBLEM TO BE SOLVED: To provide a video conference apparatus and a video conference system suppressing capital investment cost and easily and surely authenticating participants in a video conference. <P>SOLUTION: A management server 1 and video conference apparatuses 3a, 3b are mutually connected through an SSL-VPN. The management server 1 makes reservation of a video conference and issues a two-dimensional code 5 to each participant of the video conference. Each of the video conference apparatuses 3a, 3b photographs the two-dimensional code 5 by a camera 36 and acquires the identification number of the video conference and an electronic certificate for certifying the participant. Each of the video conference apparatuses 3a, 3b sends the acquired identification number of the video conference and the electronic certificate for certifying the participant to the management server 1.
