<P>PROBLEM TO BE SOLVED: To provide an input/output controller for a secondary battery capable of properly controlling a voltage of the battery depending on the temperature of the battery, and to provide a vehicle equipped with the controller. <P>SOLUTION: The input/output controller for a secondary battery installed in a hybrid vehicle 1 comprises a temperature sensor 24 for detecting a battery temperature (temperature T) of the battery 12, a voltage sensor 26 for detecting a battery voltage (battery voltage VB) of the battery 12, and a control unit 14 for receiving the temperature T detected by the temperature sensor 24 and the battery voltage VB detected by the voltage sensor 26 and setting the limit value of power inputted and outputted to and from the battery 12.
