PROBLEM TO BE SOLVED: To provide a circuit capable of converting a low voltage, a large current and a high voltage, a small current to each other without using an inductance. SOLUTION: When an SW2 is closed and an SW1 is opened, a charging operation is executed and a capacitor C1 is connected to a base voltage via a diode D1. As this result, the capacitor C1 is charged with the base voltage. Then, the SW2 is opened and the SW1 is closed, and a discharging operation is executed. That is, the potential of a serial circuit of the capacitor C1 and the basis voltage is extracted to the outside via a diode D2.
