PROBLEM TO BE SOLVED: To materialize a function of mosaic etc. by a small-scale circuit without reducing the number of video signals applying a change in image size and a position of the image on a screen. SOLUTION: A signal processing circuit includes: a multiplexer 31 which performs time-base multiplexing of video signals of two systems; first effect means 11 and 12 which apply effects requiring synthesis processing using a mask signal, to video signals of two systems in a multiplexed signal; second effect means 75 and 78 which apply effects not requiring synthesis processing using a mask signal, to video signals of two systems in a multiplexed signal; a delay means 32 which delays the multiplexed signal which has passed the first effect means, by 1/2 of a repeat period of video signals of two systems; a synthesis means 13 which uses a mask signal to synthesize the multiplexed signal which has passed the first effect means and the multiplexed signal delayed by the delay means; and a demultiplexer 33 which demultiplexes video signals of two systems from the multiplexed signal which has passed the synthesis means and the second effect means.
