PROBLEM TO BE SOLVED: To provide a consent procedure of reception contract etc. which enables a user to normally view television broadcasting after confirming user's reception contract consenting will even when a tuner part in which an IC card such as a B-CAS card is to be set for a bathroom television or the like in an apartment is preinstalled on a position which can not be easily reached, whereas in the conventional system, the user himself (or herself) consenting the reception contract should set the IC card in a television apparatus, because the television apparatus can not be used until the IC card is set in the television apparatus capable of receiving digital broadcasting from the viewpoint of copyright protection. SOLUTION: When the user turns on power supply after setting the IC card by an installation agent, a message for advising the user to read a reception contract is displayed on a television screen and a message resetting method is described in the reception contract.
