PROBLEM TO BE SOLVED: To provide a fixing device which has small temperature ripples of fixing temperature about target control temperature, and is stably and surely shortened for the start-up time, and to provide an image forming apparatus. SOLUTION: A heater which heats a fixing member is brought under on/off control, only for a predetermined time (t) so that the duty ratio of power supply is 100% when a detection result of a temperature detecting means is smaller than a predetermined value (target temperature) and 0%, when the detection result of the temperature detecting means is larger than the predetermined value; and then variable control is performed so as to vary the duty ratio of the power supply to a value calculated from the detection result of the temperature detecting means according to predetermined algorithm.
