PROBLEM TO BE SOLVED: To provide a technique capable of suppressing flocculated toner scraped off by a cleaner blade from being stuck to a coating roller, thereby forming an excellent image. SOLUTION: A sheet abutting position where a scooping sheet abuts on a developing roller is arranged between a cleaning position and the coating roller in a vertical direction.
