PROBLEM TO BE SOLVED: To provide a method of easily manufacturing an actuator which has desired oscillation characteristics, and to provide the actuator, an optical scanner and an image forming apparatus. SOLUTION: The method of manufacturing the actuator of the present invention includes: a first step in which, among a first projection 61 and a second projection 65 which form a transmission point which transmits the driving force created by the extension and contraction of a piezoelectric element 51 or the like to a connected part 24 or the like, the first projection 61 is formed on a supporting part 28 and the second projection 65 is formed at the connected part 24 with a space in a longitudinal direction of the connected part 24 with respect to the first projection 61; and a second step in which the piezoelectric element 51 is firmly fixed to the first projection 61 and the second projection 65 so as to enclose the first projection 61 and the second projection 65.
