PROBLEM TO BE SOLVED: To provide a compact cosmetic powder composition that has lightness, softness and improved durability to mechanical shock when touched with a skin for applying to the skin. SOLUTION: Preferably, the compact cosmetic powder composition has bulk density of 0.7 g/cc or less and a cohesion corresponding to a weight loss less than 10% by weight in a drop test. The composition contains at least one filler having an average aspect ratio over 40, at least one binder and at least one softening agent, wherein the filler is present in an amount of 40% by weight or more relative to the total weight of the composition.
