PROBLEM TO BE SOLVED: To provide a method and an apparatus for selecting an operating frequency corresponding to MBMS by user equipment in order to avoid discontinuance of MBMS reception by the user equipment in a CELL_DCH state. SOLUTION: The method includes a stage of judging whether the current operating frequency of the user equipment is an MBMS necessary frequency selected preferentially by a higher-layer protocol when an RRC state of the user equipment changes to the CELL_DCH state; and a stage of continuously using the current operating frequency when the current operating frequency of the user equipment is the MBMS necessary frequency selected preferentially by the higher-layer protocol.
