PROBLEM TO BE SOLVED: To provide a manufacturing method and manufacturing apparatus for electrophotographic photoreceptor in which a satisfactory UV curing layer is formed on the surface of the electrophotographic photoreceptor without a rapid temperature rise of an object to be irradiated not by a technique of cooling an object to be irradiated but by creating an environment allowing the use of a filter capable of cutting visible light of a wavelength 330 to 2,000 nm hitherto unusable because of the eventual occurrence of a failure and IR light component. SOLUTION: There are provided a UV irradiation unit which has a UV lamp 2 and a filter 4 for removing the visible light of the wavelength 380 to 2,000 nm and the IR light component and irradiates the top of a cylindrical base body (photoreceptor drum) 5 with the light transmitted through the filter 4 out of the radiation light from the UV lamp 2, and a filter cooling unit which cools the filter 4.
