PROBLEM TO BE SOLVED: To provide a display medium in which particle groups are prevented from diffusing when they are stuck to a substrate, and a display device. SOLUTION: The display medium 12 comprises a pair of substrates having electrodes (a display substrate 20 and a back substrate 22) disposed as spaced apart from each other, at least one of which has light-transparency; a dispersion medium 50 sealed between the pair of substrates; and particle groups 34 dispersed in the dispersion medium 50 and moving in the dispersion medium depending on an electric field generated between the pair of substrates, wherein at least one of the opposing faces of the pair of substrates and the particle groups 34 are charged into different polarities from each other.
