When a plurality of words and phrases are extracted from a file subjected to file access, a weight processing unit (120) selects a keyword to meet the words and phrases from a keyword holding unit (110) and decides a priority keyword on the basis of weight associated with the selected keyword. A useful information selecting unit (150) selects useful information connected with the priority keyword to be provided to users from a useful information holding unit (130) and displays the same on a screen. A feedback receiving unit (154) receives an input to evaluate whether users are interested in the contents of a file or not. On the basis of the input evaluation a weight adjusting unit (156) adjusts the weight that is connected with the keyword selected by the weight processing unit (120) and records the adjusted weight in the keyword holding unit (110).
