PROBLEM TO BE SOLVED: To provide a cyclic polyolefin film low in hygroscopicity and moisture permeability, slight in optical properties variation attributable to temperature/humidity variations, slight in optical unevenness, and having such an optical property as to be capable of independently controlling Rth(λ) and Re(λ) respectively, and to provide a polarizing plate or liquid crystal display device excellent in film forming stability and processability and free of image unevennesses. SOLUTION: The cyclic polyolefin film is such that its retardation in the film thickness direction Rth is reduced by including at least one polyester polymer in a cyclic polyolefin.
