<P>PROBLEM TO BE SOLVED: To obtain image data of high quality by efficiently removing noise. <P>SOLUTION: An image reduction filter 101 reduces output image data, obtained by decoding in the predetermined block units image data encoded in predetermined block units, into first reduced/enlarged image data, and an image converter 102 converts the first reduced/enlarged image data into second reduced/enlarged image data having higher quality than the first reduced/enlarged image data by using a predetermined coefficient. An image enlarging filter 103 enlarges the second reduced/enlarged image data into image data having the same number of pixels as the output image data.
