PROBLEM TO BE SOLVED: To provide a fixing device which can prevent a surface layer of a fixing belt on which an abutting portion of a separation plate abuts from wearing away or being damaged and has superior durability, and to provide an image forming apparatus. SOLUTION: The fixing belt 1 is provided with an elastic layer 3 and a release layer 4 in order on a surface of a base material 2 except at both end portions 1a that the separation plate which separates transfer paper discharged from a nip portion abuts on. The separation plate abuts directly on the surface of the base material 2 at both the end portions 1a that the separation plate of the fixing belt 1 abuts on, and does not abut on the elastic layer 3 nor on the release layer 4, both provided on the surface 2, so the surface layer of the fixing belt 1 that the projection portion of the separation plate abuts on can be prevented from wearing away or being damaged.
