PROBLEM TO BE SOLVED: To provide a packaging/filling apparatus and a packaging/filling method which when pressing by a roller is insufficient because of a piece of resin or tape sticking to the roller or a broken chip of the roller or a packaging laminated material, detects such a trouble while the apparatus is running to remove a sealing-defective container from containers manufactured by the apparatus without bring the apparatus to a stop, thus eliminates a need of a separate seal inspection device or a product inspector. SOLUTION: The packaging/filling apparatus 25 has a pressure roller 20, a counter roller 21 which is disposed freely rotatably against the pressure roller 20 across a vertical seal portion of the packaging laminated material 1a and a second belt-like packaging material 1b, a load cell 22 which generates a measuring signal, and a monitoring processing means 23 which detects an adhesion abnormality. The packaging/filling apparatus 25 is further equipped with a discharging unit 24 which tracks a sealing-defective container from the line carrying packaging containers 14 to discharge the sealing-defective container out of the line.
