PROBLEM TO BE SOLVED: To enable the stopping of bleeding after excision simultaneously with the excision of an affected part. SOLUTION: The device is constituted of a heating means for heating scissors (a pair of blades 30 and 30) through a moving mechanism, a heating part 12 comprising a conductor having a V pattern formed on the surface of the blades 30 and 30, a boosting circuit 11 for boosting the battery voltage of a battery 3 and a lead part 13 comprising a conductor which is formed on the surface of an arm 31 to electrically connect the power boosting circuit 11 to the heating part 12. As a result, in the excision of the affected part with the scissors, the scissors (blades 30 and 30) are heated by heat generated from the heating part 12 to cauterize the tissue surrounding the affected part excised, thereby stopping bleeding.
