PROBLEM TO BE SOLVED: To provide an operating device requiring only a small structural space. SOLUTION: A first low-order unit and a second low-order unit are respectively formed as a completed module, and coupled to each other to form one structural unit by mechanical coupling. the first low-odor unit has an electrical insert connecting part, the second low-order unit also has an electrical insert connecting part, and both low-order units are electrically connected to each other by electrical insert connecting part.
