PROBLEM TO BE SOLVED: To provide an ion generating device which is capable of reducing the amount of synthetic resin filled into a housing, capable of suppressing radiation noises, has a simple and easy structure, and is easy in assembling, and to provide a manufacturing method of the ion generating device. SOLUTION: A circuit board 4 having a booster coil 41 covered by a shield case 43 on the upper face is housed in the vicinity of the bottom face 212 of the housing 21, and integrally resin molded with the housing 21 by a filling resin P. An ion generating element 31 is partitioned between the filling resin P by the bottom face 212 in a state that a discharge electrode 311 is surrounded by a shield plate 51, and not invaded by the filling resin P. Because of this, the circuit board 4 is insulated by using the minimum necessary amount of the filling resin P, and the radiation noises from the respective booster coil 41 and discharge electrode 311 are suppressed. Since a connector 42 is connected to the upper face of the circuit board 4 and exposed to outside the device from an opening 211 of the housing 21, the ion generation device 11 is structurally simple and easy to assemble.
