PROBLEM TO BE SOLVED: To provide a radio communication system capable of determining the amount of resources to be secured for a radio base station while taking continuation of communication and efficient use of resources into consideration. SOLUTION: The radio communication system comprises radio terminal device (STA1 to STAn, where n is an arbitrary integer), radio base stations (AP1 and AP2) which perform radio communication with the radio terminal devices (STA1 to STAn) using resources needed for the radio communication, and a resource managing device (2) which manages the resources, and the resource managing device (2) determines the amount of resources to be secured for the radio base station (AP2) according to movement possibilities (p1, p2, ..., pn) that the radio terminal devices move to the radio base station (AP2).
