<p><P>PROBLEM TO BE SOLVED: To provide an apparatus and a method for controlling the record of monitoring images, to control monitoring image data so as to record them efficiently when abnormal conditions occur by detecting abnormalities in a monitoring area with a circuit of simple configuration from monitoring image data encoded by the use of an intra-frame encoding system. <P>SOLUTION: The image record control apparatus is equipped with a luminance signal separating unit 22 which extracts a DC component from the luminance signals of the encoded image data and decodes the extracted DC component using a Huffman code to form thumbnail image data, an abnormality detecting unit 23 which detects a movement by comparing the formed thumbnail image data with the other thumbnail image data of a previous frame, a record control unit 24 which generates control signals that control a recording rate on the basis of a position at which a movement is detected, and a buffer memory 25 which transmits the encoded image data to a recording apparatus on the basis of control signals. <P>COPYRIGHT: (C)2008,JPO&INPIT</p> |
