PROBLEM TO BE SOLVED: To provide an image forming apparatus which prevents the phenomenon that a lubricant applied on an image carrier surface vanishes under discharge and the image carrier surface deteriorates under discharge, prevents local deterioration of an image carrier surface due to uneven application of a lubricant on the surface by charge of a portion on which the lubricant is thinly applied or a portion on which the lubricant does not exist on the image carrier surface, excels in effect of protecting an image carrier from charge, suppresses wear of the image carrier due to friction between the image carrier and a cleaning blade, ensures good property of cleaning the image carrier, and can achieve high image quality over a long period of time, and to provide a process cartridge and an image forming method.
