PROBLEM TO BE SOLVED: To provide a projected ruling extraction program, a projected ruling extraction device and a projected ruling extracting method for stably correcting distortion of a paper surface with high accuracy by extracting a set of highly accurate and stable projected rulings. SOLUTION: A set of straight lines that associate projected top parallel geodesics located at the top with projected bottom parallel geodesics is extracted as a set of projected ruling candidates to be searched among a set of projected parallel geodesics, a neighboring deviation being a distance between a cross ratio vector of the projected ruling candidates and a cross ratio vector of neighboring straight lines obtained by shifting the projected ruling candidates at a prescribed interval is calculated in each projected ruling candidate, and a set of straight lines having the maximum total sum of neighboring deviations is extracted as a set of projected rulings by continuous dynamic programming in a set of straight lines which do not mutually cross among the set of the projected ruling candidates.
