PROBLEM TO BE SOLVED: To provide an image forming apparatus for stably forming high image quality images even in repeated use of a long period by having high durability and suppressing remaining potential increase of a photoreceptor and image deterioration due to the occurrence of image blurring and incidental images, and to provide an image forming method and a process cartridge. SOLUTION: The apparatus has: at least an electrophotographic photoreceptor; a non-contact corona discharge type charging means for charging the surface of the electrophotographic photoreceptor; an exposure means; a development means; a transfer means; and a discharge means for eliminating remaining potential by irradiating the electrophotographic photoreceptor with light. The uppermost surface layer of the electrophotographic photoreceptor contains at least a filler, and a specific structure amine compound. The apparatus allows a light amount of the discharge means to be controlled in at least two stages at an interval from the start of image forming operation to the stop of the image forming operation by rotating the electrophotographic photoreceptor.
