PROBLEM TO BE SOLVED: To provide an aseismic device and an seismic structure of a building using it by which relative positional displacement of a pair of mutually parallel members constituting a skeleton of the building is converted to a rotational movement so that a large aseismic control force can be obtained. SOLUTION: The aseismic device including a fixed plate 7 having a mounting member 7a for mounting the device on one of the pair of mutually parallel horizontal members 6, 6 constituting the skeleton of the building, a circular elastic body 9 one side surface of which is fixed to a plate surface of the fixed plate 7, a rotating plate 10 fitted to the other side surface of the elastic body 9 and connected to the fixed plate 7 by a connector 13 in a manner of being rotatable around a central axial line of the elastic body 9, and a mounting member 8a for mounting the device on the other horizontal member 6 comprises a bracket 8 interlocked to an eccentric part of the rotating plate 10 by an interlocking means 15.
