PROBLEM TO BE SOLVED: To make it more difficult to gather slips of paper after shredding to reconstruct the original sheet. SOLUTION: Two mutually parallel cutter shafts 12a, 12b are attached rotatably to a frame 10 of a shredder. The cutter shaft 12a is rotary driven by a motor 13 when paper is cut, and the other cutter shaft 12b rotates according to the rotation of the cutter shaft 12a by a belt and other rotation transmission mechanisms. A spacer ring 18a and ring blades 14a, 16a able to cut paper are fixed at intervals on the cutter shaft 12a. Similarly, ring blades 14b, 16b and a spacer ring 18b are fixed also on the cutter shaft 12b. The blade surfaces of ring blades 14a, 14b, 16a, 16b undulate like waves in a circumferential direction.
