PROBLEM TO BE SOLVED: To enhance luminous brightness by improving a ratio of high dielectric fine particles contained in an insulating layer of a dispersed type inorganic electroluminescent element (hereafter called a dispersed type inorganic EL element). SOLUTION: The dispersed type inorganic EL element has a front electrode 2, a light-emitting layer 3, an insulating layer 4, and a rear-face electrode 5 laminated in turn on one face 1 of a base film covered with a surface protective layer 6. As solution dispersed with the high dielectric fine particles is sprayed to form an insulating layer 4, adjustment of viscosity of insulating ink necessary before is done away with, while a filling rate of the high dielectric is greatly improved and the luminous brightness can be enhanced.
