PROBLEM TO BE SOLVED: To insert a rotor case into a lock body by shifting a lock pin, arranged in the rotor case, to a disengagement position from a restraining position, without the use of a normal key. SOLUTION: In this key cylinder device 10, when a rotor 32 is in a locking position, a tumbler plate 92, in which a tumbler operating hole 106 is in a latch position, can be pushed along a direction perpendicular to the axis by means of a pushing implement 110. Thus, the pushing implement 110 is inserted into the side of the inner periphery of the rotor case 28 through the tumbler inserting hole 106 from the side of the outer periphery of the rotor case 28, and the tumbler plate 92 in the latching position is pushed by the pushing implement 110. This enables the tumbler plate 92 to be shifted to an unlatching position from the latching position. Consequently, even if the key (normal key) 34 is not inserted into the key inserting hole 36 of the rotor 32, the rotor 32, which is restrained in the locking position by the tumbler plate 92 and a locking recess 104, can be rotated to an operating position from the locking position.
