PROBLEM TO BE SOLVED: To appropriately discriminate whether image exposure is adequate. SOLUTION: A thumbnail image capturing unit 111 and a feature amount calculation area setting unit 112 cooperatively capture/generate a thumbnail image by analyzing producer note information or the like and in the thumbnail image, an effective image data area (exposure related area) as an area occupied by image data obtained while being affected by exposure in image capturing is defined as a feature amount calculation area. Namely, in a case where black bar images are added to above and under the image for size adjustment, an area other than the portion occupied by the black bar images is defined as a feature amount calculation area. For each of a plurality of blocks produced by dividing the feature amount calculation area, an average value of reference maximum brightness values of the blocks is derived from brightness values of pixels belonging to each block and on the basis of the reference maximum brightness average value, it is discriminated whether image exposure is adequate.
