PROBLEM TO BE SOLVED: To provide an image forming apparatus of simple configuration capable of extending the service life of all members around an image carrier by suppression of wear of the image carrier, maintenance of cleaning property and suppression of contamination of a charging member even under charge, particularly under AC charge, and capable of outputting good images over a long period of time, and to provide a process cartridge and an image forming method. SOLUTION: The image forming apparatus has: the image carrier 20Y; a charging means 90Y to charge the image carrier 20Y; a lubricant applying means 40Y to apply a lubricant 42Y to the image carrier 20Y; and a lubricant removing means 50Y located on the downstream side of the lubricant applying means 40Y and on the upstream side of the charging means 90Y in the moving direction B1 of the image carrier 20Y to remove the powdery lubricant 42Y on the image carrier 20Y.
